So you can't even access the directories through FTP?

You could try reinstalling MediaWiki using the same database.

Oh no, I can access the FTP. I meant if you thought that going straight to the admin panel worked, it doesn't. I have never really messed with the config files in the FTP.

Ah. Yeah my recommendation is to reinstall MediaWiki. Since the database is a separate SQL file, the reinstallation shouldn't lose any data.
