The train is Chancellor Cole. It's one of his magical powers. However, all of the backstory on the official sites state the "Demon King's" seals are breaking. In the Japanese versions of Ocarina of Time and Twilight Princess, Ganondorf is referred to as the Great Demon King Ganondorf. So unless they want to completely ruin any continuity they had going, it'll be him.
